Homelessness Research: Government & Advocacy

The Joint Office of Homeless Services (JOHS) was established in 2016 to oversee the delivery of services to people experiencing homelessness in Multnomah County. The office represents a shared commitment between Multnomah County and the City of Portland to address homelessness by providing housing assistance, shelter, outreach, case management and other services.

The Metro Supportive Housing Services Measuren enables Metro to work with Clackamas, Multnomah and Washington counties to reduce homelessness through programs and services that help people find and keep safe and stable homes.

OHCS makes state and federal programs funds available to community action agencies (CAAs) and other providers throughout the state. CAAs develop community-based programs and coordinate the use of the funds to serve their communities.
